⚠️ IMPORTANT: SEVENOAKS IS PROPOSING TO REMOVE CIL FOR LARGER DEVELOPMENTS

Sevenoaks District Council is consulting on changes to its Community Infrastructure Levy (CIL).

Under the proposal, CIL would no longer apply to housing developments of 10 or more dwellings, or to non-residential development. Instead, infrastructure contributions would be sought through individual Section 106 (S106) agreements.

This matters because CIL is a standardised contribution from development that can help fund infrastructure across the district. Moving away from CIL means that, for larger developments, infrastructure provision would instead depend on what can be secured through individual S106 agreements.

With the huge amount of development proposed through the Sevenoaks Local Plan 2042, an important question is:

Will this change actually guarantee that developers pay their fair share towards the infrastructure needed as a result of development?

This deserves scrutiny — particularly in relation to roads, traffic, schools, healthcare, community facilities, open space and other infrastructure.
